ICER is multilateral shared infrastructure for trustworthy verification of academic and professional credentials.
The International Credential & Education Registry (ICER) enables individuals who have completed higher education or accredited professional programmes to present authentic, digital evidence of their achievements to employers, universities, and authorities — without paper copies or lengthy manual verification.
The service design follows proven national models such as Norway's Diploma Registry, operated by Sikt (Norwegian Agency for Shared Services in Education and Research), which collects results from Norwegian universities and lets owners share them with recipients who can trust the data is valid.

Records originate from accredited institution student information systems, not third-party uploads.
Each registration receives a ledger reference for downstream compliance and dispute resolution.
ICER processes personal data under GDPR, PIPEDA, PDPA (Singapore), and applicable national laws in MENA partner states. Verification logs retain verifier organisation and timestamp for 90 days. Holders may request erasure when no statutory retention applies.
